FHA fees increase again

"Home buyers with mortgages backed by the Federal Housing Administration will soon see a rise in fees. The agency is raising its fees in an effort to try to recoup some of its depleted reserves, which suffered from the rising number of home owners who defaulted on their mortgages. The agency also says it’s raising fees to try to encourage the return of more private capital to the market. FHA loans allow for smaller down payments, as low as 3.5 percent compared to traditional loans, and they often have less stringent credit requirements, which have made them soar in popularity in recent years. In particular, FHA will increase two fees that borrowers pay. Starting April 1, it will increase its annual mortgage insurance premium for loans under $625,500, bringing the total cost from 1.15 percent of the loan amount to 1.25 percent. Starting June 1, larger loan premiums will see an increase of 0.35 percent of a percentage point, bringing the total premium costs up to 1.5 percent of the loan amount, The New York Times reports. FHA also announced it will raise a fee for the upfront mortgage premium by 0.75 of a percentage point, which will now total 1.75 percent of the loan amount."

In the first unanimous vote of a tumultuous four-year term, the Montgomery County commissioners approved a 2012 budget that will increase county property taxes by 17 percent. The tax increase is the first in ten years. The average homeowner with a property assessed at $168,000 will pay an additional $77 in taxes for a total bill of $530. A proposed budget unveiled last month would have cut spending by $14.6 million and called for the elimination of the planning commission and parks departments drawing outrage from county residents.

Some Good Signs for the Real Estate Market Realtor Magazine: Sales ticked up for existing homes and new homes, several real estate market indicators revealed last week, pointing to a housing market that may finally be entering recovery mode.
In the most recent report, the Census Bureau reported that the new-home market continued its rebound, with sales of new houses once again inching up last month. New-home sales rose 1.6 percent from October to November to an annualized rate of 315,000, and sales were up nearly 10 percent compared to November 2010.
The median sales price of a new home in November was $214,100, the Census Bureau reported, and the inventory of new houses nationwide decreased to a six-month supply at the current sales pace.
"Inventories of new homes are very low: There's nothing on the shelf, so any increase in new home sales will translate directly into new housing starts," Bob Denk, senior economist at the National Association of Home Builders, told CNNMoney. "That means putting people back to work."
Other recent good news for the housing market: November sales of existing homes increased 12 percent year-over-year, new-home building starts were up nearly 21 percent year-over-year, and mortgage rates reached new record lows last week, pushing housing affordability even higher.

The five-year ARM also set a new all-time record low at 2.86 percent for the week.

30-year fixed-rate mortgage (FRM) averaged 3.94 percent with an average 0.8 point for the week ending December 15, 2011, down from the previous week when it averaged 3.99 percent. Last year at this time, the 30-year FRM averaged 4.83 percent.

Property taxes in Lower Gwynedd Township may increase for the first time in 16 years. The 2012 proposed budget would raise taxes from 1.117 mills to 1.223 mills, a 9.49 percent increase. A residence assessed at the township average of $350,000 would pay an additional $37.10 in taxes for a total bill of $428.05. Township Manager Larry Communale explained that a tax increase was necessary to replenish the township’s capital reserve fund, which has not seen any funding for the past several years. The proposed budget is available for review at www.lowergwynedd.org and at the township building. The supervisors are scheduled to vote on the budget at the Dec. 13 meeting.

Housing to gradually improve in 2012, NAR economist says « HousingWire: Gradual improvement in the housing market is expected next year, with existing-home sales edging up 4% to 5% and new home sales getting an even bigger boost off this year's record lows, the chief economist of the nation's largest real estate group said Friday.
"Tight mortgage credit conditions have been holding back homebuyers all year, and consumer confidence has been shaky recently," Lawrence Yun, chief economist of the National Association of Realtors, said. "Nonetheless, there is a sizeable pent-up demand based on population growth, employment levels and a doubling-up phenomenon that can’t continue indefinitely."

The former FHA loan limits are being restored-another boom for the housing market and for those with less than excellent credit or high debt to income ratios. And the interest rates are pretty much the same as conventional loans!

I agree. There is definitely pent up demand for housing as buyers have held off until conditions are more favorable. Based on what I'm seeing and hearing in my business, I believe that many buyers holding off will enter the market in 2012! Everyone is talking about the interest rates-money is cheap and it is time to BUY!

The Horsham Land Reuse Authority (HLRA) will share a final plan for the Willow Grove Naval Air Station property in November. The HLRA is the board that was appointed to decide what to do with the almost 900 acres of land that was freed up in Horsham Township with the closure of the Naval Air Station in September. The Navy will need to accept the plans for the property. "No tax increase budget proposed for Wissahickon School District
The Wissahickon School Board approved a proposed final budget for the 2011-12 school year that includes no tax increase. Therefore, a home assessed at $205,000 will pay $3,621 in school property taxes. The school district chose to use $4.3 million of its fund balance to balance the budget rather than increase property taxes. The district has about $14 million of remaining fund balance. The proposed final budget eliminates almost 13 staff positions. The budget will be available for public review and is set to be finalized at the June 13 meeting.

"Air base land applications filed On the final day that applications were to be accepted for possible use of the Willow Grove Naval Air Station land, 16 applications were filed. Among the applicants was the Bucks County Airport Authority, which requested 681 of the available 892 acres. The authority proposes to keep the runway open and utilize the remaining land for a corporate business park. Montgomery County requested up to 540 acres in a separate application that would keep the runway open for general aviation. The Hatboro-Horsham School District submitted a proposal for 60 acres to be used for athletic fields, educational facilities and administrative offices. Other applications came from Horsham Township and the Horsham Sewer and Water Authority. The Horsham Land Reuse Authority will review the applications and has until December to submit a plan to the Department of Defense and the Department of Urban Housing and Development for final approval. In order to help someone BUY or SELL their most expensive purchase or sale in life (often), one only needs to be over 18, take 60 hrs. of classroom time and pass a test to become a real estate agent (oh, and pass a criminal background check) in PA. No mentor, no apprentice time, nothing....

Being a manicurist or hairdresser and most other professions require much more time to get into before being licensed.

Should this be allowed or should the level of standards be raised to get into real estate?
Not even a high school education is required to be a salesperson.

(No wonder there is a 75% turnover every year and some unhappy buyers and sellers).

While I don't often get out for lunch (and it was on the later side), I did enjoy lunch at Chef Salvatore's. Attentive service, reasonable prices, good bread. Pretty much the same layout as the Blue Horse Inn, but a bit more upscale and attractive.

Replacing the location of the short lived Allison II, this Mexican style restaurant was packed with customers tonight. While the restaurant has been nicely refurbished, the food we had was totally unimpressive, tasteless fish tacos-it looked like a frozen fish stick thrown in a taco with cole slaw.

We'll give it one more try.

Norristown council unanimously adopted the final 2011 budget that will increase the real estate property tax rate to 11.95 mills. The 12.74 percent increase translates to a $128 tax hike on the median home assessed at $95,000, for a total tax bill of $1,135. Norristown has also built in several fee increases to ease the tax hike burden, including a $10 increase in parking tickets and raising building permit fees to $70 to pay for third-party inspections. The repairs for 770 Sandy Street are listed separately from the operating budget and are estimated to cost over $1.3 million. The repairs will be funded from the general fund reserve, which will create a depleted cash reserve and require borrowing money for the second half of 2011.

The property tax hike would mean that the average homeowner would pay $630 in taxes on a home assessed at $100,000, a $76 dollar increase over 2010. Borough officials cited a decrease in earned income and real estate transfer tax revenues as major factors in the tax increase.
