The agency is raising its fees in an effort to try to recoup some of its depleted reserves, which suffered from the rising number of home owners who defaulted on their mortgages. The agency also says it’s raising fees to try to encourage the return of more private capital to the market. FHA loans allow for smaller down payments, as low as 3.5 percent compared to traditional loans, and they often have less stringent credit requirements, which have made them soar in popularity in recent years. In particular, FHA will increase two fees that borrowers pay. Starting April 1, it will increase its annual mortgage insurance premium for loans under $625,500, bringing the total cost from 1.15 percent of the loan amount to 1.25 percent. Starting June 1, larger loan premiums will see an increase of 0.35 percent of a percentage point, bringing the total premium costs up to 1.5 percent of the loan amount, The New York Times reports. FHA also announced it will raise a fee for the upfront mortgage premium by 0.75 of a percentage point, which will now total 1.75 percent of the loan amount."&lt;br /&gt;&lt;br /&gt;If you have credit over 680, there are alternative products with 3% down and lower fees. New-home sales rose 1.6 percent from October to November to an annualized rate of 315,000, and sales were up nearly 10 percent compared to November 2010.&lt;br /&gt;The median sales price of a new home in November was $214,100, the Census Bureau reported, and the inventory of new houses nationwide decreased to a six-month supply at the current sales pace.&lt;br /&gt;"Inventories of new homes are very low: There's nothing on the shelf, so any increase in new home sales will translate directly into new housing starts," Bob Denk, senior economist at the National Association of Home Builders, told CNNMoney. The 2012 proposed budget would raise taxes from 1.117 mills to 1.223 mills, a 9.49 percent increase. A residence assessed at the township average of $350,000 would pay an additional $37.10 in taxes for a total bill of $428.05. Township Manager Larry Communale explained that a tax increase was necessary to replenish the township’s capital reserve fund, which has not seen any funding for the past several years. The proposed budget is available for review at www.lowergwynedd.org and at the township building. The HLRA is the board that was appointed to decide what to do with the almost 900 acres of land that was freed up in Horsham Township with the closure of the Naval Air Station in September. The Navy will need to accept the plans for the property. Placing in the top 100 are Horsham (31), Ardmore (45) and West Norriton (59). For 2011, the cross section for the “Best Places” list was “America’s Best Small Towns.” Horsham was highlighted for its close proximity to Philadelphia, great schools and low crime. Therefore, a home assessed at $205,000 will pay $3,621 in school property taxes. The school district chose to use $4.3 million of its fund balance to balance the budget rather than increase property taxes. The district has about $14 million of remaining fund balance. The proposed final budget eliminates almost 13 staff positions. Among the applicants was the Bucks County Airport Authority, which requested 681 of the available 892 acres. The authority proposes to keep the runway open and utilize the remaining land for a corporate business park. Montgomery County requested up to 540 acres in a separate application that would keep the runway open for general aviation. The Hatboro-Horsham School District submitted a proposal for 60 acres to be used for athletic fields, educational facilities and administrative offices. Other applications came from Horsham Township and the Horsham Sewer and Water Authority. The Horsham Land Reuse Authority will review the applications and has until December to submit a plan to the Department of Defense and the Department of Urban Housing and Development for final approval. The next Horsham Land Reuse Authority meeting is scheduled for April 20 at 7 p.m. in the Horsham Township Building. The 12.74 percent increase translates to a $128 tax hike on the median home assessed at $95,000, for a total tax bill of $1,135. Norristown has also built in several fee increases to ease the tax hike burden, including a $10 increase in parking tickets and raising building permit fees to $70 to pay for third-party inspections. The repairs for 770 Sandy Street are listed separately from the operating budget and are estimated to cost over $1.3 million. The property tax hike would mean that the average homeowner would pay $630 in taxes on a home assessed at $100,000, a $76 dollar increase over 2010. Borough officials cited a decrease in earned income and real estate transfer tax revenues as major factors in the tax increase. The borough is also investigating the implementation of a business privilege tax of $240 a year for each business in Ambler. If approved, the new tax would generate about $150,000 in revenue.
